Session 1: The Generation Deficit and IRP 2010-2030

  • Focus around the 30% increase (from IRP to publish) in New and Renewable sourced generation capacity. Where will it a) be delivered, and b) have the desired positive impact
  • Specific areas for debate are: the short-term outlook and the need for energy conservation
  • Questions for debate are: with the IRP, is the Energy Conservation Scheme (ECS) still necessary?
  • Debate the possibility of an ECS without penalties and in an attempt to improve National Planning and track efficiency improvement, can the use of an ECS and Allocation Management System help?
  • The session will cover the installed capacity, generation mix, the reserve margin and maintenance

Session 2: New and Renewable Sources of Energy

  • Emulate solar initiatives, how Africa can reduce reliance on coal, controversy over nuclear plans
  • Session will cover wind roll-out under the IRP 2010: the costs relative to new coal power, the IRP 2010 allocation, the required investment, SARI and concessional finance and the state of play and the way forward
  • The session will cover the importance of renewable energy for developing countries, the technical limitations with renewable energy, an overview of the current PV market, bridging the skills gap in developing countries and the objective for a sustainable future

  • Establish where the priority is today, and where it should be.
  • Debate the need for international and regional players, as well as the privatisation and divestment of Government stake.
  • This session will provide an introduction to the current status of Africa’s Electricity Distribution Infrastructure, as well as, the investment backlog, the reason for such and what is required to address this backlog.
  • Debate the potential way forward for Africa’s Electricity Distribution Infrastructure.

Session 4: IPP Procurement Programme Update

  • FEED-In Tariffs have been abandoned in favour of a bidding process. The first round of bids close 4th November, and the preferred bidder will be announced at COP17 in Durban at the end of November
  • The session will include ESKOM's role in the IPP Procurement Programme from the Single Buyer's Office, and Grid Access Unit (network connection). Furthermore, debate the key issues for a successful concluding of PPA's
