The BIG Debate

The BIG Debate for 2011 is now over and was a great success. Heated discussion on important topics took place over the three days and provided much to think about for the future

DAY 1

Session 1: The Generation Deficit and IRP 2010-2030

This session focused on the 30% increase in New and Renewable sourced generation capacity. Where it will a) be delivered, and b) have the desired positive impact.

Specific areas debated were:
The short-term outlook and the need for energy conservation

With the IRP, is the Energy Conservation Scheme (ECS) still necessary?
Debate also centered around the possibility of an ECS without penalties and in an attempt to improve National Planning and track efficiency improvement, can the use of an ECS and Allocation Management System help?

The concluding thought for the day came from Viv Crone, Past President of the SAIEE who said "The lights are going to stay on, if everyone works together."

DAY 2

Session Two: New and Renewable Sources of Energy

New and renewable sources of energy is very topical and 2 weeks ago tenders for renewable energy projects closed and are currently under adjudication at a high level. 2,100 MegaWatts was tendered on by 53 companies and shared equally by wind and solar. Presentations from JVDB of SAWEA, CH of SAPVIA and DK of IPPA were relevant to both of these 2 sources of energy. Doug Kuni sketched the way forward for potential IPPs.

Session Three: Africa’s Electricity Distribution Infrastructure

In 2008, there was a distribution maintenance conference which highlighted that the maintenance of distribution systems required R28billion to bring it up to scratch. Willie de Beer detailed the areas of concern and highlighted that this amount is growing at a rate of R2.6 billion per year. Ronald Chauke supported these presentations and explained that currently NERSA has no mandate in respect ot controlling the distribution infrastructures in the municipalities. To conclude the session, Ndivho Kukhwareni gave a case study of Tshwane, highlighting what is being done and put forward what they're experiencing in the municipality.

Session Four: IPP Procurement Programme Update

Eskom is preparing to accept IPPs both technically and structurally. Eskom now have a grid access unit to ensure renewable energy connects to the grid, and this will greatly influence the success of varied renewable sources of energy being incorporated into the energy supply.
